Yeah, the days prior were about shit like work place violence/shootings and the medical response to it. Sept. 11 was their small plane crash, which was cancelled.

The document says right in there that it was to simulate a small aircraft falling out of the sky less than five miles from Dulles. Which, shocker I know, the NRO head quarters is about 4 miles from Dulles.
And then in the following article you posted they said it was cancelled.

Considering their simulation of a small aircraft falling from the sky about 4 or 5 minutes after takeoff and crashing into their building, and, as it says in the document, was scheduled for Sept 11-14, and is the last exercise listed on the document, AND them saying it was cancelled in an article ypu posted, it isnt very hard to see that the plane crash exercise was what was cancelled.- Dan Plesse Alan Phelps
