The SEIBs and the PDBs are the same document. SEIBs are more redacted. On August 6th 2001 the PDB detailed Operational Plans by UBL stating hijackers were going to use planes as weapons most likely do to FBI investigations at Flight Schools.. This redacted portion i.e the SEIBs was part of aiding the attacks of 9/11 and the reason you are having trouble now getting the documents.
