Hidden Backstory at Boston
Joseph Cooper was delayed from calling NEADS because Boston was waiting for and listening to a tape recording, during this time flight 11 was already off coarse starting at 8:14 and heading to Canada. Evidence of this exist via the flight Plan was adjusted for Watertown which is on the boarder with Canada. The flight plan adjustment was more communication that the military should be involved. Boston was doing what could to call nonsensically to other FAA locations to whom might have assumed Boston already contacted the military and these calls were secondary updates. As it turned out Boston kept handing off the responsibilities for making that military call up and down the chain of command even after the listening party delay ended.

It would go on longer but they ran out of people.

Boston first move wasn't to call the military during the in-flight emergency and no one talked about the AAL11 off course issue. Other pilots didn't seem to mind and everything seemed just fine. American 11 was heading into Canada and the world couldn't be a greater place to be. The New Jersey Vipers F-16 Fighting Falcons were armed with fighting noise, buzzer makers, and big horns for some reason on 9/11. The bubble making gun and missile mounts and jets trailing a string of balloons and cans were standard training tools.
No matter how many different sounds and bubbles the New Jersey Vipers could make, the brave souls were told to ground themselves because making shooting sounds with their mouths weren't good enough i.e "a pair of single-seater F-16 Fighting Falcons of the New Jersey Air National Guard were simulating air-to-ground strikes over the Pine Barrens in southern NJ when their communications gear urgently lit up. The Vipers, belonging to the 119th Fighter Squadron of the 177th Fighter Wing, were unarmed and up for a routine training hop. They were immediately recalled."

PETER PASQUALE spent 33 years in the FAA as an air traffic controller, supervisor and manager. Post retirement he was an instructor for the University of Oklahoma teaching air traffic control at the FAA Academy in Oklahoma City. Peter also worked for a Washington DC company as a program manager and subject matter expert in support of the FAA effort to upgrade the nation’s air traffic control system. Chances are the flight plan was amended again and again to aid the "hijackers" or
something had to get them from around Albany and back to business.
