Did the 9/11 Commission Report even look at the World Trade Center? If they did, which team was responsible?
The 9/11 Commission was a joint House investigation into the failings of our intelligence preparedness, the failings of our security, the failings of our emergency response, and to find out who financed and profited from the events of 9/11. This ad hoc committee of politicians and lawyers half of whom were Democrats and the half Republicans did not, could not conduct a forensic criminal investigation. We have the FBI for that.
The US Congressional Committee on Science held a hearing on March 6, 2002, called Learning from 9/11; Understanding the collapse of WTC. That hearing traces the investigations and collapses from September 11, 2001. It names all the agencies and individuals involved (FEMA, ASCE BPA-Team, NSF, and individual investigators), it documents the problems the investigation faced, from the evidence being destroyed by the recycling program, to FEMA requesting NIST take over the investigation. That mandate for NIST happened in August 2002 with the passing of the National Construction Safety Team act.
The final NIST report on the collapses of WTC1 and WTC2 was issued in October 2005, and the final report on the collapse of WTC7 was three years later in November 2008. Keep in mind that the 9/11 terrorist attacks, like all terrorist attacks (Oklahoma City Bombing for instance), are federal crimes. They are handled by the FBI and DOJ. Many people felt that the attacks on 9/11 felt more like an act of war. When US Congress passed and the President signed the Patriot Act and the AUMF, the week after 9/11, they essentially turned 9/11 from a crime into an act of war.
An act of war is handled by the military and the DOD. The response is NOT forensic investigations, indictments, trials, etc. The military acts on intelligence reports to overwhelm the enemy with military force. The FBI’s role was to supply the intelligence to the DOD. Any criminal or forensic investigation simultaneous to a military response is not possible. That is why there is very little forensic evidence (none was gathered) and only FEMA and NIST investigated the collapses of the towers.
