Con Ed and the insurers say that several diesel fuel tanks installed at 7 World Trade Center to power emergency generators for the command center were responsible for feeding the fire and triggering a failure of the building’s steel structural supports.

Con Ed’s suit charges that the Port Authority was negligent in allowing the fuel tanks to be built and in failing to follow city and state fire codes. The Port Authority has maintained that it has met or exceeded code requirements in its buildings.

The key to the stiffeners is that they strengthen both the web and bottom flanges.  NIST's failure mode was in the flange.  When they got caught they obfuscated by saying they weren't necessary for the analysis because there was no web crippling.  The 
WEB stiffener plates factor that defeats the initiation hypothesis and the spandrel beam stiffeners would also stiffen the G3005 beam and in turn work against the girder buckling also defeats the initiation hypothesis..
